How does employment background screening work?

Employment background screening checks information relevant to a role before or during an employment process. Depending on the role and country, this may involve confirming identity, employment history, qualifications or other specifically justified checks.

Start with the role, not a standard bundle

The ICO advises that pre-employment vetting should respond to a legal obligation or significant, particular risks. Many roles do not need extensive vetting. Decide what is necessary and proportionate before collecting information.

A practical process

  1. Identify the role requirements and the checks that are justified.
  2. Explain to candidates what will be checked and how their information will be handled.
  3. Collect only the information needed and use appropriate providers.
  4. Review discrepancies carefully and give candidates an opportunity to explain.
  5. Apply retention and access controls to the records.

Questions for screening suppliers

  • Which countries and sources do you cover?
  • How do you confirm that records relate to the correct person?
  • How can candidates challenge inaccurate information?
  • What happens if a source cannot be verified?
  • How are information security, deletion and access managed?

Keep decisions accountable

A screening result needs context. Agree who reviews it and how decisions are documented. Requirements differ by role and jurisdiction; use current official guidance and appropriate advice for the checks you intend to make.
