What is recruitment process outsourcing (RPO)?

Onrec Explains · Recruitment & HR guides

Recruitment process outsourcing (RPO) is an arrangement in which an external provider takes responsibility for an agreed part of an employer’s recruitment process. It can cover an ongoing programme, a defined project or particular stages of hiring.

How is it different from individual placements?

An RPO arrangement is designed around an agreed recruitment process and operating model. A conventional agency assignment is often focused on filling particular vacancies. The boundaries vary, so compare the responsibilities and outcomes in the proposal.

What can be included?

Services may include sourcing, recruitment administration, screening, scheduling and reporting. Some programmes also provide technology or employer-brand support. Confirm which activities are included, who performs them and how hiring managers remain involved.

Questions before choosing a provider

  • What problem are we trying to solve: capacity, consistency, specialist hiring or candidate experience?
  • How can capacity change when hiring demand rises or falls?
  • What are the service measures and review arrangements?
  • Which systems and candidate records will we retain?
  • How will the service transition back or to another provider?

Plan the relationship

Agree decision rights, escalation routes and a realistic implementation plan. Measure quality and experience as well as speed and cost. An RPO provider needs clear requirements and engaged hiring managers to deliver a consistent process.
