Recruitment firms are being urged to review their hiring practices after staffing businesses appeared on the latest Home Office list of employers fined for hiring illegal workers, according to data analysed by Personnel Checks.
Analysis of the latest Home Office illegal working civil penalties data identified recruitment and staffing businesses among employers penalised for breaching right-to-work rules.
The businesses included Challenge-TRG Recruitment Limited, which received a £60,000 penalty, and TRC Care Staffing Ltd, which was fined £40,000.
The Home Office list highlights employers that have breached right-to-work rules. It typically includes businesses that have failed to pay their fines within 28 days after exhausting any appeals, or employers that have received repeat penalties.
The findings come amid a significant increase in Home Office enforcement activity. During 2025, illegal working visits rose to 12,831, compared with 8,122 in 2024, while arrests increased to 9,008 from 5,647 the previous year.
Personnel Checks said the appearance of recruitment businesses on the penalties list should serve as a reminder that organisations responsible for placing workers are not immune from compliance failures.
