Navigating AI Governance: Why HR Must Lead, Not Wait

Rebecca Carr, CEO of SmartRecruiters:

The AI Action Summit’s declaration highlights a global push for responsible AI governance, emphasising transparency, ethics, and accountability. While the US and UK chose not to sign the final agreement, HR leaders shouldn’t see this as a pass to deprioritise AI governance - if anything, it underscores the need for proactive oversight.

For HR and talent acquisition leaders, AI accountability remains critical. Regardless of government commitments, organisations must rigorously evaluate AI vendors for compliance with emerging best practices. Trust and transparency will shape adoption, requiring employers to demand AI solutions that prioritise explainability, bias mitigation, and ethical safeguards. Future-proofing tech investments means aligning with vendors who proactively adapt to global regulatory shifts rather than waiting for mandates.

The US and UK’s decision not to sign the declaration positions them as more flexible AI markets, fostering faster innovation but also creating regulatory uncertainty. This could lead to rapid AI development with inconsistent guardrails, increased investor confidence, but also a ‘wait-and-see’ approach from some enterprises hesitant to implement AI solutions without clear national guidelines.

For HR leaders and employers, this regulatory divide will impact hiring, workforce planning, and HR technology. Companies operating globally must adopt adaptive AI policies that comply with different regulations, while HR teams should push for transparency in AI tools, particularly for hiring and employee management. As AI continues to expand in talent acquisition, ethical concerns must remain a priority.

At SmartRecruiters, we believe AI should augment, not replace, human decision-making. We are committed to embedding transparency, fairness, and explainability into our AI-powered hiring solutions, ensuring compliance with evolving global regulations while driving responsible innovation.
